Every year the Administration and the Congress battle stubbornly and often bitterly over appropriations for foreign aid. Originally published in 1967, it remains useful for all courses dealing with our foreign relations, Congress, or the specifics of the operation of our government.

Michael Kent O'Leary is a professor of political science at the Maxwell School of Citizenship and Public Affairs at Syracuse University. He has held a research fellowship at the Brookings Institution and has taught at Princeton and at Dartmouth College, where he was also an assistant to the director of the Public Affairs Center.
