Policy-making in the European Union seeks to fill the gap in attempts to conceptualise the process of European integration. Laura Cram explores the impact of the day-to-day work of policy-makers, interest groups and bureaucrats in influencing the environment in which decisions on Treaty formulation and ratification are taken. Her book succeeds, where more traditional approaches have failed, in highlighting the wide range of policy areas in which the Commission of the European Union, often aided by the rulings of the European of Court of Justice, has succeeded in expanding the scope of EU competence despite national government opposition. This is an illuminating study which emphasises the important role played by actors in the EU other than national governments in EU policy-making and in understanding major constitutional decisions.
