Annotation Environmental justice, a newer arm of environmental concern and law, addresses poorer populations believed disproportionately exposed to environmental hazards. Bowen (public administration and urban studies, Cleveland State U.) enters the debate by condemning the "poor and sloppy" science now promulgated by environmental justice advocates, calling for better and more scientific study so that environmental justice advocates conjoined with scientists can better make their points. Both environmental justice and the scientific method are taken seriously as Bowen attempts an empirical research-based perspective on policy making.
